Summary : Through tracking state housing policy and urban residents' attachments to existing housing and interpretations of new housing policies the dissertation argues that existing notions of urban belonging mediated through housing and the built environment are challenged by the emerging neoliberalisation of the city. In the process, categories of class, ownership, and nation are reworked. This reworking is produced by urban residents' judgements of the ways in which political life and urban aesthetics (the design, materiality, and architecture of new houses and spaces) are linked. In explaining their anger about new architectures, urban spatialities, and dislocations, residents evoke a form of aesthetic citizenship, tying belonging to the materiality and design of the city. It is this existing sense of citizenship, rooted in the urban built environment, which a profit-driven urban redevelopment is displacing and challenging. This dissertation shows how categories of belonging are being reworked though the languages and actions of aesthetic evaluations in the face of neoliberal urban projects, and contributes to a growing literature on African megacities, neoliberal urban planning, the politics of aesthetics, and the role of the built environment in the production of citizenship and political belonging.
