Summary : The terrorist attacks of September 11, 2001 heightened awareness about the vulnerability to terrorist attack of all modes of transportation. Port security has emerged as a significant part of the overall debate on U.S. homeland security. The U.S. maritime system consists of more than 300 sea and river ports with more than 3,700 cargo and passenger terminals. However, a large fraction of maritime cargo is concentrated at a few major ports. Most ships calling at U.S. ports are foreign owned with foreign crews. Container ships have been the focus of much of the attention on seaport security because they are particularly vulnerable to terrorist infiltration. More than 6 million marine containers enter U.S. ports each year. While the Customs Service analyses cargo information to target specific shipments for closer inspection, it physically inspects only about 2 per cent of the containers. This new book examines the security legislation, which can have significant implications for public safety, the war on terrorism, the U.S. and global economy and federal, state and local homeland security responsibilities. Contents: Introduction; Concerns for Port Security; Features of the U.S. Mariti

Summary : Mobility is fundamental to economic and social activities such as commuting, manufacturing, or supplying energy. Each movement has an origin, a potential set of intermediate locations, a destination, and a nature which is linked with geographical attributes. Transport systems composed of infrastructures, modes and terminals are so embedded in the socio-economic life of individuals, institutions and corporations that they are often invisible to the consumer. This is paradoxical as the perceived invisibility of transportation is derived from its efficiency. Understanding how mobility is linked with geography is main the purpose of this book. The third edition of The Geography of Transport Systems has been revised and updated to provide an overview of the spatial aspects of transportation. This text provides greater discussion of security, energy, green logistics, as well as new and updated case studies, a revised content structure, and new figures. Each chapter covers a specific conceptual dimension including networks, modes, terminals, freight transportation, urban transportation and environmental impacts. A final chapter contains core methodologies linked with transport geography such as accessibility, spatial interactions, graph theory and Geographic Information Systems for transportation (GIS-T). This book provides a comprehensive and accessible introduction to the field, with a broad overview of its concepts, methods, and areas of application. The accompanying website for this text contains a useful additional material, including digital maps, PowerPoint slides, databases, and links to further reading and websites. The website can be accessed at: http://people.hofstra.edu/geotrans This text is an essential resource for undergraduates studying transport geography, as well as those interest in economic and urban geography, transport planning and engineering.

Summary : Policymakers have become increasingly concerned in recent years about the possibility of future maritime terrorist attacks. Though the historical occurrence of such attacks has been limited, recognition that maritime vessels and facilities may be particularly vulnerable to terrorism has galvanized concerns. In addition, some plausible maritime attacks could have very significant consequences, in the form of mass casualties, severe property damage, and attendant disruption of commerce. Understanding the nature of maritime terrorism risk requires an investigation of threats, vulnerabilities, and consequences associated with potential attacks, as grounded both by relevant historical data and by intelligence on the capabilities and intentions of known terrorist groups. These risks also provide the context for understanding government institutions that will respond to future attacks, and particularly so with regard to the US civil justice system. In principle, civil liability operates to redistribute the harms associated with legally redressable claims, so that related costs are borne by the parties responsible for having caused them. In connection with maritime terrorism, civil liability creates that prospect that independent commercial defendants will be held responsible for damages caused by terrorist attacks. This book explores risks and U.S. civil liability rules as they may apply in the context of these types of attacks.

Summary : The global supply chain is the network of suppliers, manufacturing centers, warehouses, distribution centers, and retail outlets that transforms raw materials into finished products and delivers them to consumers (Simchi-Levi, Kaminsky, and Simchi-Levi, 2002). Security of the system has traditionally focused on reducing shrinkage the loss of cargo shipments through theft and mis routing. However, heightened awareness of terrorism has redefined supply-chain security-the consequences of an attack on or via a critical global port could be a tremendous loss of life and a crippling of the U.S. economy-and has brought increased attention to the risks containerized shipping presents. The response has been proliferation of new security measures. For all these efforts, is the system of trade more or less secure? Will we know if these efforts are successful? How will success or failure be measured? This report presents a strategy for answering these questions using methods for managing risk of large-scale systems to analyze the structure of the container supply chain and its properties.

Summary : From pirates to smugglers, migrants to hackers, from stolen fish to smuggled drugs, the sea is becoming a place of increasing importance on the global agenda as criminals use it as a theatre to conduct their crimes unfettered. This volume sets out to provide an introduction to the key issues of pertinence in Maritime Security today. It demonstrates why the sea is a space of great strategic importance, and how threats to security at sea have a real impact for people around the world. It examines an array of challenges and threats to security playing out at sea, including illegal, unreported and unregulated fishing, irregular migration, piracy, smuggling of illicit goods, and cyber security, while also looking at some of the mechanism and role-players involved in addressing these perils. Each chapter provides an overview of the issue it discusses and provides a brief case study to illustrate how this issue is playing out in real-life. This book thus allows readers an insight into this evolving multidisciplinary field of study. As such, it makes for an informative read for academics and practitioners alike, as well as policymakers and students, offering a well-rounded introduction of the main issues in current Maritime Security.

Summary : Following the model of previous Transportation Research Board (TRB) intermodal conferences, this conference provided a forum for discussion and information-sharing on the issues and developments affecting intermodal freight transportation planning and operations. The conference brought together more than 200 leaders and experts in intermodal freight transportation from the private sector, all levels of government, and the military. The goal was to take a collective look at how far the nation has come and at what remains to be done toward realizing the vision set forth in the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). The discussions and findings from this conference provide useful input to the framers of the next surface transportation reauthorization scheduled for 2004. Included in the proceedings are conference presentations and the following appendices: (A) Intermodal Freight Transportation Report Card; (B) Summary of U.S. Department of Transportation Actions on Recommendations of the National Commission on Intermodal Transportation; (C) Conference Exhibits and Posters; and (D) List of Conference Participants.

Summary : Insecure transportation systems are costing our worldwide mobility-based economy as much as 6% of GDP annually. The effectiveness of security measures vary widely. In the United States, depending on the mode of transportation, it ranges from “medium effectiveness for airports to “low effectiveness for maritime, rail, transit, and intermodal activities. Situational awareness and interoperability are lacking as we try to deal with both natural and man-made disasters. Regardless of the transport mode, improvements are essential if governments and corporations are to address security planning, response, and national preparedness. Transportation Security examines this problem in a comprehensive manner and addresses security-based technologies and solutions to minimize risk. * Covers air, sea, roadway, rail and public transport modes * Offers technological solutions for mobility based problems in planning, logistics and policy to improve security, combat terrorism and ensure national preparedness * Includes work of international experts & global examples related to transportation security
