Summary : The financial markets industry is at the same crossroads as the automotive industry in the late 1970s. Margins are collapsing and customization is rapidly increasing. The automotive industry turned to quality and its no coincidence that in the money management industry many of the spectacular failures have been due largely to problems in quality control. The financial industry in on the verge of a quality revolution. New and old firms alike are creating new investment vehicles and new strategies that are radically changing the nature of the industry. To compete, mutual funds, hedge fund industries, banks and proprietary trading firms are being forced to quicklyy research, test and implement trade selection and execution systems. And, just as in the early stages of factory automation, quality suffers and leads to defects. Many financial firms fall short of quality, lacking processes and methodologies for proper development and evaluation of trading and investment systems. Authors Kumiega and Van Vliet present a new step-by-step methodology for such development. Their methodology (called K|V) has been presented in numerous journal articles and at academic and industry conferences and is rapidly being accepted as the preferred business process for the institutional trading and hedge fund industries for development, presentation, and evaluation of trading and investment systems. The K|V model for trading system development combines new product development, project management and software development methodologies into one robust system. After four stages, the methodology requires repeating the entire waterfall for continuous improvement. The discussion quality and its applications to the front office is presented using lessons learned by the authors after using the methodology in the real world. As a result, it is flexible and modifiable to fit various projects in finance in different types of firms. Summary : Following the spending review, the Department for Business, Innovation and Skills is targeting a 27 per cent reduction, after inflation, in core resources between 2010-11 and 2014-15. However, this does not take account of a near doubling in student loan payments arising from the higher education reforms, much of which the Department expects will be repaid sometime after 2014-15. Once these are included, the Department's total spending is forecast to reduce by 6 per cent, after inflation, during the four year period. The Department is also working on a number of other reforms associated with the settlement, including attracting private investment into Royal Mail, setting up the Green Investment Bank by September 2012, and providing £1.3 billion to modernise the Post Office network. The Department has worked hard over the last 18 months to improve its financial management, and current practices have enabled it to keep its day-to-day financial management on track. However, the Department recognises that its current financial management capacity and skills will not be sufficient if it is to manage the substantial challenges ahead. It is implementing a number of change programmes aimed at integrating financial management across the department and its partner organisations. The outcomes of this are as yet unclear and the NAO has identified key areas for action. These include improving the quality of information available to support decision-making, strengthening cross-department arrangements for scrutinising investment proposals, and improving sponsorship of partner organisations.

Summary : This paper describes the characteristics of public investment management (PIM) in seven EU countries as it applies to a single sector transport infrastructure. The report highlights some of the common challenges that four relatively new EU member states Poland, Slovakia, Slovenia, and Latvia face as they plan and execute their transport infrastructure projects. It recognizes the importance that EU-mandated processes and procedures have in shaping national systems in the new member states (NMS), but the report finds that actual practices often fall short of EU goals due to capacity constraints, weak institutional structures, and other factors. The experiences of the NMS are compared with those of more developed economies (namely Spain, the UK, and Ireland) to assess whether the later countries have faced similar challenges in managing public investment, and if so, what measures they have adopted to overcome them. This comparative analysis serves to draw out several good practice examples that are relevant for all countries. How those practices are applied in each country is a matter for further study, as each country considers its own political culture and administrative tradition. This paper is a first step toward building dialogue among public finance practitioners in Central and Eastern Europe on how to make public investment projects more effective and efficient over the long term.
