Summary : Historical writing about the middle years of the 1860s in British North America has focused almost exclusively on the Confederation movement and the theme of nation-building. As a consequence, scholars have largely overlooked one of the most successful extra-parliamentary movements of common people in the history of North America, which flourished in Prince Edward Island during those very years. The Tenant League produced a highly compelling history, in that it played a decisive role in undermining the leasehold system of land tenure that Britain had imposed a century earlier. Through an exhaustive study of period documents, Ian Ross Robertson examines the origins, the modus operandi, and the impact of this organization. In doing so, he has illuminated a rich part of Canadian history. The Tenant League was a militant grass-roots movement, which, despite its brief life, won the support of thousands of Island farmers. Following league policy tenants refused to pay further rent until the landlords sold them the land they occupied on terms that they (the tenants) found acceptable. This led inevitably to legal action against league members; in response, the organization practiced systematic civil disobedience. In 1865, when British troops were dispatched to assist local authorities, the league, in one of its most daring and unconventional moves, adopted a strategy of inducing soldiers to desert. In doing so, the leaguers intentionally exploited a chronic military problem, and their remarkable success provoked unprecedented counter-measures. While the league can be compared most obviously with movements in the British Isles, Robertson concludes that circumstances on Prince Edward Island, which combined Old World issues and the New World environment, made it unique. These circumstances included the ethnic mix on the Island, the recent history of pioneering, the institution of responsible government, and the fact that freehold tenure was the norm in North America. Significant chapters in the social, political, legal, and military history of British North America are contained in the dramatic and surprising story of the Tenant League. Recipient of a Canadian Historical Association Certificate of Merit in Regional History (1997) and the 1997 Prince Edward Island Museum and Heritage Foundation Publishing Award.
